In the last week I have had five returns where the only thing returned was a poly envelope with paper in it. I have filed cases on all these returns but when a case was settled in my favor, the notification stated there is a limited number of these cases that they will approve. I have noticed that all orders were from accounts that were brand new and had little or no feedback from any other sellers. Tracking numbers reveal that the return parcels were mailed from a completely different part of the country. I suspect that scammers are selling items on other platforms, using me as a drop shipper and then filing a return to get their money back. I have already started cancelling orders from brand new buyers with no feedback but I fear that I can only do this so many times before eBay gigs my account for excessive cancellations. I have had to examine each sale for the number of FB entries and date of account creation. If FB is less than three or four I make sure the shipping and account origin cities match. If they don't, I cancel the order.

@biggerbulletsllc u r a much bigger seller than myself, so u probably know this, did u go to ur account settings and choose buyer requirements?

Got a first courtesy refund....and the others...won't happen.
Sounds like 'guest accounts' where a buyer opens an account and can buy something with no feedback and cannot leave feedback. And it is somewhat smart on knowing what to do. One buyer maybe.
There are also 'freight forward' to other countries...where the address will not match the owner of the country.
Careful how you use an excuse to cancel an order...artificial intelligence is among us.

I wonder if this restriction is because of the number of neutral and negative feedbacks you've received.
Can you share the exact wording of the notice you received from eBay?

I have gotten no feedback from the fraudulent buyers. Pic of case resolution message attached.
