Buyer states the TomTom had black screen and didnt work so they returned it. we got the item back, plugged it in and just pressed the power button and it came on, and it works fine.
So we did partial refund ( did not refund shipping cost) due to item works perfectly, but
now Buyer hasn't accepted partial refund for over 2 weeks. ?????
Also, the person who bought and the name on the shipping label are different.

You can't do a partial refund on a NAD (not as described) return. Whether or not it works properly, the buyer claimed NAD and you need to issue a FULL refund, including original and return shipping. (Ebay handles the sales tax.)

It would be done on Ebay.
The buyer could go to their payment source and do a charge back for the rest.
When a buyer files an INAD, they get a full refund.

It will time out on day 21.
If the buyer escalates ebay will probably give them the money back and find you not at fault if you are withholding shipping

What type of case did the buyer open? If they had opened an official not as described case you would have had to refund in full and pay return shipping once the item reached you, and if you did not; eBay would have done it for you and given you a defect.
If none of that happened it would appear your buyer didn't open a not as described case. Did they simply tell you they wanted a refund and you agreed and they returned the item? Or did they open a general return case?
