I requested a return, On A Damaged, wrong part, the seller offered a replacement, To cancel return It says buyer pays return, but in this case, The part was damaged and wrong part, so they should pay return shipping, I (Told him I want a Refund, because I dont trust there shipping, packaging and will get the same part, and have to do this all over again) DO I HAVE TO EXCEPT REPLACEMENT????

No, you do NOT have to accept a replacement.
Since the item arrived damaged and was the wrong part, this is an Item Not as Described (INAD) situation, and under eBay policy the seller is required to pay for return shipping. Replacements are optional, not mandatory.
Here’s what you should do:
Do NOT cancel the return.
If you cancel it, you lose eBay protection.
Go back to the return case and choose:
“I want a refund” (not a replacement).
The seller has 3 business days to provide a prepaid return label.
If they refuse or try to make you pay:
Click “Ask eBay to step in” on the return page.
eBay will step in and refund you in full, including original shipping.
You’re 100% within your rights to refuse a replacement, especially if you don’t trust the packaging or don’t want to risk the same problem again.
Just keep everything inside the eBay return system and don’t agree to anything through messages only. You’re protected as long as you let the return process run through eBay.

No, you DON'T have to take a replacement.
If you want to return the damaged item, go to the order and click the 3 dots for the dropdown.
Choose "return this item" and for the reason, pick "damaged" or similar terminology.
The seller has 3 days to either issue a refund (without a return) or to send a prepaid return label if they want the item back. Then, upon tracking showing that the seller received the return, they have to issue a full refund.
If you don't get action from the seller, go back to the claim on day 4 and ask ebay to step in.
Under no circumstances should you close the claim if the seller says they can't issue a refund if a claim is open. Once closed, you can't get a refund.
