Question about why eBay has Removed Seller’s Notes from Listings

I have been receiving high number of returns for the past two months. I really would love eBay to bring back Seller’s Notes, which when listing through App was Directly under the Title. 
This Really helped Buyers to Read the Descriptions Fully. I Sell mostly in Fashion, and Most Items are Preowned. I try to show in Photo and Describe any Issues my Item may have. 
But Still eBay allows buyer to return at my Expense. 
I Know Seller’s Notes has been Missing for Sometime now. But would Really Love this to 

Come Back.

Do you mean the condition description? On a PC it is still shown under the condition box if the item is not new.

It's there when you list on the web site.

The app doesn't offer as many options as the web site does.

I haven’t been able to find Seller’s Notes on website either. I used to be able to find it on 

Website. Can you please point it out?
