I recently sold a RTX 4080 Founders Edition, and the buyer said that it has coil whine(which it did before hand, but seemed to lessen as time went on). The buyer said that they where going to put a water block on the card and see if that lessened the coil whine. Here is my question, can the buyer still return the card if they open the card up and put a water block on it?
The card has not been opened up before.

No, the card must be returned in the same condition when it was received.
Your buyer @tempest427 has 2 choices: Return it unaltered, or keep it.

Well, can they? Yes. Is it return abuse and morally wrong? Yes.

Would I be forced to accept the return? I'm not trying to be a weasel, but I don't want it back if the buyer opens it up when it wasn't opened up by me.

Yep, you will have to accept the return unfortunately regardless. The “defect” was technically pre-existing before the buyer tampered with it. It is best to advise the buyer to return it immediately if you do not want it opened up.
