I purchased a guitar amplifier for local pickup with my bank card from a user who informed me that he doesn't have a linked bank account and only accepts cash when picking up the item. Ebay does not seem to have an easy category for a resolution for a refund.
I have a request to Cancel Order Pending and Item Not Received open on the transaction. None of those really match the issue though.
The seller cannot approve my request to cancel because, he says, it asks him for a bank account. Ebay is attempting, it seems, to request he return my funds, when ebay is holding it. It's been 4 days. ebay help rep says I must wait 5 more to take next step. Any suggestions appreciated.

Thanks for the listing number. It looks like your seller has been out of the selling game for a while (and would sell his own mother for a dollar, according to feedback)... still hard to tell if you're being snookered or not. It is a bad thing that eBay allows users to list items without being set up properly. Geez...

He's communicating with me and I'm not getting a sense of fraud either, just that he's a country bumkin. EBay's not supposed to release funds until he scans my QR code. He seems to want me to get a refund and come purchase the amp. I have his address. He doesn't seem to understand the process or realize any wrong doing on his part. Trinity Alabama is about as backwoods as it gets in the deepsouth.

The last post is ebays response and I'm having difficulty explaining to them that the seller does not have a linked bank account to receive my funds. EBay has my funds in holding.
The seller wants to approve my request for cancellation but cannot without a linked bank account.
I do not know him and can't force him to get a bank account.
It's a local pickup and he wanted cash but failed to inform me.
Loophole in the system. Item listed as sold with eBay holding the money. Seller will not give me item on pickup without paying him cash.

Issue was resolved and Ebay issued a refund.

Not true because I have no Bank linked to my account either I keep getting a message from eBay saying that I have to link my bank to my eBay account but I have not done so yet and I just received a message that an item of mine has sold and the buyer used their credit card and has already purchased the item from me yet eBay is holding the funds not me that's what happens if you don't have a link bank account eBay holds the funds

Also I've never used eBay before I just recently posted a leather jacket and this was like 2 weeks ago and I just clicked on my eBay app cuz I was going to look for something and I was like holy s*** because I see a photo of my jacket and then it says paid ship now and then I was just like holy s*** again totally forgot I had posted that so I click on it and it says shipping overdue shipped by January 10th and and it says buyer paid on January 6th yet it still gives me the option to purchase shipping label which I'm not sure how to even do this because I can't afford to purchase the shipping label I'm just that broke and it says eBay is holding all my funds but my question was this how is someone able to purchase an item from me when I do not have any of my bank account linked to this account is this a scam? And if it's not a scam how do I get eBay to send me prepaid shipping label, or is that what the purchase shipping label button is if I push that button will it automatically deduct it from the money that eBay is holding because $17 of that was the shipping fee that the buyer included in their purchase and so confused and talking with the AI chat box that eBay provides his absolutely ridiculous because it keeps asking me a series of same questions over and over that don't even pertain they keep insisting that I've already shipped it which I've not still hanging in my closet anyway not sure what to do.
