I know that eBay has recently implemented "photos" as part of the return process for some accounts, and this has stopped a few unwarranted returns, while also alienating buyers who are not facile with getting a photo to eBay.
I am now in the process of returning an item that broke in transit. However, in fiddling with the return reasons, it appears that ANY return reason that I choose requires a photo. Even the "buyer remorse" reasons require a photo. Is this only because the seller doesn't normally accept returns, or is this an oversight by the programmers? Is this the way we want it to work?
What are other members here seeing?
Below is a montage of two screens that I see, and there is no going forward without a photo. Buyers who are unable to upload a photo are advised by staff and forum members to contact customer support for assistance, but nothing to that affect appears on the upload screen.

So what's the answer? As far as I can tell, there is no longer ANY live customer support. I've tried, but the online chat just refers me back to "helping myself". I've bought an AWFUL lot of great things on ebay, but I won't be shopping here any longer if this is not resolved. Right now, unless the seller decides to get in touch with me (after my having messaged them twice so far), I'm stuck with defective merchandise. Ebay used to be very helpful, but not any longer. The item I received has nothing visibly wrong with it- it just won't work- so a photo has no real purpose anyway.

There must be at least a comment in the text box for a remorse return.
A return for seller-fault requires both a comment and a photo.
If you have an item that arrived defective or damaged, or that is the wrong item or does not match the seller description, choose one of the return reasons shown in the screenshots. Describe the issue and upload your photo.
The seller will have three days to respond and offer a refund or return label. If the seller fails to respond in those three days, a link will become available so that you can ask eBay to step in.
If you are unable to provide a photo, you must ask customer service to open the return for you.
Scroll to the bottom of this help page, click the "contact us" button, and type "agent" into the chat that opens.
