Partial refund

Buyer purchased a pre-owned duffle bag. Claims it's ripped but he put obvious pen holes in it. It was not sold this way and I let him know. I asked what he wanted he said 20$ refund. The item was 40$ . I knew he was scamming me. So to just not deal with him I offered 10$ just to make him go away. Now I don't know how to do the refund. Searched but cannot find a way to do this.

Partial refund

If the buyer has opened a case, you will need to submit the partial refund there. 

If they have not go to: 
MyEbay
Selling
Orders
Paid and Shipped
Find the item and click the down arrow next to "View Order Details"
The second to last item on the list is "send refund" (you need to scroll down the list) click that
The next screen will allow you to input the refund amount and submit it to the buyer, they do not need to accept the refund it will automatically credit back to their payment method.

Buyers do this to scam sellers.

Especially new sellers.

 

The best thing to do is reply "Im very sorry this happened. Please return for refund"

Otherwise this buyer will continue to do this to others.

 

When you have then return for refund, you will get your FVFs refunded and can report the buyer if they damaged the item or returned a rock.

Most of the time if you tell them to return for refund, they keep the item.

I suppose you "offered $10" through messaging, since you haven't issued the refund yet? If so, was the buyer on board?

 

If both of those answers are 'Yes', then do as @detroitvintagemodern advises. Too bad there's not an open claim. Good luck.

He requested a refund and that it came damaged. Now I have to pay for shipping too! And I cannot resell a damaged bag. I want to give him bad feedback. Can I block him right after I do that so he doesn't retaliate and do the same for me?

You can't give buyers bad feedback anything other than positive feedback with a positive comment is a violation of eBay's feedback policies, even if you block, buyers can still give you feedback. The block stops buyers from buying from you and messaging, that's all.
