I am keeping an item that does not work as described. The seller agreed to a partial refund and I initiated a return, but we both thought that a partial refund option would appear. We can’t find a way to do that.
do I need to cancel the return and try some other way?

Seller will have the ability to do a partial return from the orders page. He can just select 'other'. If you opened a return, you need to 'close it'. If you haven't opened a return, do nothing..again, seller can just refund.

I agree with stainless. The seller can issue a partial refund using the drop-down menu to the left of the order. When that is done and you are satisfied, close your open Return. Good luck to you both.

When you start a return request @jslobod one of the options on your seller's side is to offer a partial refund.
Then after you accept the offer, eBay takes over to issue the partial refund, no return needed, and closes the case.
