I sell DIY items that require a level of skill that not everyone possesses. I have developed some special strategies to eliminate all defects, however there were several months where this wasn't the case and I was charged an additional 10% fee, totaling thousands in penalties. If I am able to intercept before the case is opened, we almost always work it out. Once they get hold of eBay however, the worst possible solution is usually forced. I had several conversations with the buyers who swear they didn't know HOW a "I NO LONGER NEED ITEM" turned into a SNAD when they called in to eBay to open the case.
Today, I had a buyer TEXT eBay for the return. I shipped an item and it took 10 days to arrive (USPS FirstClass) and in the mean time, they opened an "ITEM NOT RECEIVED" case. When the item arrived, they TEXTED eBay to close that case and explained they no longer needed the item and to help them do a return.
The EBAY EMPLOYEE opened the new case with SNAD, when clearly it was NOT!. This is called evidence. This is SELF-DEALING, when if I get enough of these defects over the miniscule threshold, they can make thousands in additional income. Yea, thinking of legal action with lots of discovery. Would like to take a look at the chat transcripts.

Was the item delivered on or before the estimated delivery date on the item listing? The estimated delivery date is considered by eBay to be a part of the item description. If the delivery does not meet that estimate, the buyer can file an INAD based on that; therefore, the customer service rep would have opened the correct return request.
Some buyers use the estimated delivery date in making a decision whether to purchase a specific item or from a specific seller. Perhaps the item is needed for a project that has a deadline, perhaps it's a gift for a specific special occasion. No matter the circumstances, it's eBay policy to allow buyers to file an INAD if the seller doesn't meet the delivery date.
If the item arrived on or before the estimated delivery date on the item listing, you could try an appeal through customer service.

I honestly don't know what (Ebay) estimated the delivery as, it was shipped USPS First Class and it took 10 days, Yes longer than usual, agreed. I shipped same day and I have a few days handling there, so it would have been close as this was NM to NH.
I'll seek this out in the "eBay policy" -->eBay policy to allow buyers to file an INAD if the seller doesn't meet the (EBAY ESTIMATED) delivery date.<-- If so, then I agree, there were TWO choices for that eBay cust rep to choose from. And then with that, "Arrived beyond eBay's estimated delivery date" has priority over "No Longer Needed".
A couple more points just for fun...
1. I did offer priority shipping, only a $5 add-on. I don't know, if time was of the essence and I were the customer, I would upgrade the shipping.
2. They can't actually get this item anywhere else, so they didn't buy locally or anywhere else for that matter.
I'm not worried about the $7 shipping there and back. Gladly accept the return, np.
I am concerned more about eBay STEERING customers towards a defect, which would potentially result in increased profits for eBay.
Related to this are the imo fake thresholds. I highly suspect that those numbers are not real.
There was a quarter when the pandemic began where eBay helped themselves to a nice bonus of several thousand for a 0.01 over the bad seller threshold.
But, yes, if that is indeed policy, you get the gold star!

Also you won't get defects if you accept the return before it gets escalated to eBay.
