Ok. Buyer bought the clothing lot, she didn't get it by the time she wanted it so she requested a return with the reasoning of it didn't match description. I accepted the return and purchased the label. Then she messaged me a day or 2 later asking for an exchange because there were some spots on a sweater ( I noticed this when packing and added in another shirt).. I said I could do a partial refund ($10) but she would have to cancel the return. She asked how to cancel and I explained but have heard nothing since.. 

 

Am I going to be out the money for the return label if she doesn't cancel it or return it?

I found the whole thing bizarre honestly with returning because it didn't get there in time to asking for an exchange like she hadn't already started a return..

Not sure..

If the buyer never uses the label then you will not be charged. Am I mean USE not just print. You do not get charged until and unless it gets scanned by the post office.

 

In the meantime if you do nothing and do not communicate further and they do nothing the case will close on its own. Takes a while but it is automatic.

Not sure..

This was a UPS label, does that matter? With my funds on hold it shows my funds amount as -$10 after they took out the $18 label..

UPS labels aren't charged until they're used, either.

So eBay did in fact charge me the $18 for the label even though the buyer ended up canceling the return.. What should I do now?

Sellers aren't charged for return labels unless they've been scanned.  On what basis are you insisting you've been charged?

Under my payout info my payout was supposed to be $64, but when they had my funds on hold it put me at -$10 after taking out the cost of the label, now my payout is no longer on hold and it is for $54..

I don't know how to really show you but I had $8 available before which is why they only had to take 10 and change if that makes sense..

It says it is completed and the 18.98 is also shown as being withdrawn from my checking account.

Not out my checking but my payout, sorry I am frustrated with the whole situation and confusing myself.. My original payout was $87.59 and then minus the $13.75 for that sales shipping label and then minus the $18.98 return label which comes to $54.86 current payout. My payout total should be +$18.98 and it is not.

Not sure..

That appears to be the tracking for the package you shipped to the buyer. It's not for the return label.
