Refunded full purchase price (I shipped "free" prepaid, with a 100% satisfaction guarantee) on a circuit breaker that was reported defective. With the refund I let the buyer know that I would pay return shipping as soon as the item could be tracked. No response whatsoever. For that matter, there was no contact from the buyer about the initial problem. If it's just a procedural matter I could send a prepaid return label, but still have no assurance that my breaker will be returned. That implies that a buyer could express dissatisfaction, receive the refund, AND keep the breaker. Am I doing this right? Thanks in advance for your advice!

You're doing it in the wrong order. If your buyer opened a Return request, you should have approved it. That would generate a return shipping label for your buyer to use. If you've already refunded in full, your buyer has no incentive to actually return it to you. Hopefully, they will... but they're not required to. Bummer...
Edit to add: You don't have to react at all until a Return request is opened.

I see your point. The notification received from Ebay was in the form of a Return Request, which they had already approved. My refund was accompanied by a note to the buyer outlining return procedure. The notification I got states -
The buyer is returning the item. Per eBay's policy, this return has been automatically approved and we've asked the buyer to send the item back. |
- which I read as "we got this". Did my immediate refund negate the obligation to return? Thanks Again!

Yes; it did. Once you refund, the case is 'closed'.
