I have notice lately that several buyers has asked for "returns" due to they say the the item was not working. Which is a lie, due to I test every item I sell prior, and the same day I ship out. When I accept the return, the buyer "Never" sends the item back. Is this a new scam for buyers to get something for free, and ebay is helping buyers to scam sellers? Ebay never send sellers a email stating that they going to return your money they place on hold due to the return, if the buyer do not return the item.
Ebay just send you a email, stating the matter is closed.
However, ebay is quick to tell sellers to give the buyer a refund, when you know that buyer is running a scam.
Although I don't sell a bulk of my items no longer on ebay for being unfair to sellers, and allowing buyers to run scams on sellers, I suggest that people try many platforms or their own website to sell on. Take control of your item, until ebay clean up their act.

I don't refund, if I don't get the item back. In some type of way the buyer is scamming, by now returning the item. For example, I had to pay for the shipping cost with USPS. Is ebay going to give me back my shipping cost plus the money they owe me for the item not being returned? Too me, it's some type of scam going on, due to the fact it's happening to many times where buyers is lying, place in a return, than never return the item. Ebay have a history in favoring the buyers and scammers, even when a seller prove the lie and scam. This is why I sell over 3,000 items on other platforms other than ebay. Ebay just look at how much money they can make, not how protect sellers.

I don't understand.
If the buyer does not return the item in question, you don't refund.
If you don't refund, you still have the money.
If the buyer does not return, he still has the item.
In the end, the result is just exactly like it would be if the buyer had not opened a case.

USPS return labels on Ebay are not billed until the return is mailed so you won't be charged if they don't return.

Can you explain this "old scam"? Buyer claimed item not as described. Was sent a return label and told to return. Didn't return.
Bottom line: Seller still has the payment. Buyer still has the item. If the seller sent a return label, he won't be charged for it if buyer doesn't use it.
Where's the scam part of this transaction?

The buyer may have been hoping to get a partial refund. When they did not get that they probably just abandoned the return to be a jerk (tying up your money on hold for a long time.)

Buyers are hoping for a partial refund OR that the seller waits 3 days instead of accepting the return and eBay automatically gives them a refund and they keep the product.

For not as described claims, your no return policy is voided and you are required to pay return postage.
You may know that the buyer is dishonest and playing the system, but ebay doesn't know anything except their money-back guarantee. If you ignore claims, ebay can refund the buyer and let them keep the item.
As it's been said, if the buyer doesn't send the item back, they don't get a refund.
