About two weeks ago I ordered an item from someone without knowing they were a scammer, and they've stalled my order until past the estimated delivery date. The problem is, I opened a return request before the estimated delivery date and now I have no options for reporting that it never arrived. I don't know how to get my money back with Ebay's guarantee now, trying to close the return means I can't return it or get help, and I definitely can't return an item I don't and won't ever have.

Question in regards to this internal change.
It's a little off topic but relevant to how eBay may change the internals of INRs and returns.
I had purchased some automotive jumper cables that were put in a category that were that had no eBay MBG ( Travel and Campground ). This blocked return. CS agent told me to open INR because that is the only thing the system would allow, regardless that it was delivered to me.
I won that case regardless that they added tracking to the case. Could eBay have changed the INR to Return internally?

Hey @robbie31415 that's a great question! This one seems like a pretty unusual circumstance. In just about any other instance, an INR can be closed and a return opened in its place, so I can't say for certain if I've ever come across your specific situation myself. But to answer your question directly, yeah it would be basically the same type of internal change.
