If the item arrives damaged, you will need to file a "not as described" claim.
If they offer a partial you can accept it.
They may require you to return the item for refund or just refund you.
It is all up to them.
I dont know exactly how Global Shipping works in the UK. They have a different program then the US EIS.

If it was EIS you will likely have to return for refund. I doubt eBay will be offering partial refunds. The original seller should be out of the picture after eBay accepted and forwarded the item. eBay is essentially the seller at this point. That is my understanding of it and is also my experience on the seller side for returns that were damaged after making through the hub.

If you mean that the item was forwarded through eBay UK’s Global Shipping Programme, then the answer is no, there is no provision for partial refunds through the GSP, just as there’s no provision for partial refunds through eBay International Shipping, the US site’s international forwarding service.
Having said that, if the UK GSP works like the US version did when it existed, you can make a claim for a damaged item, receive a full refund, and not have to return the item. You might want to post to the eBay UK forum to see if this is the case.
