I sold an item and it matched the listing with photos provided. I do not accept returns but the buyer opened a return claiming not as described. And made claims about the item that were not even in the listing as well as making statements that his own pictures disprove. Overall, every aspect of his request is false. To top it off he used abusive language in his correspondence with me and slanderous comments in my feedback. I count at least 3 policy violations as well as miss using the money back policy. So now eBay is prompting me to provide return shipping because it qualifies for the money back policy. How do we get someone with competence to review this matter? I have deleted all listings until this matter is resolved, in case my policy is violated. If item was listed wrong I would accept return. But it is not, and I am not giving anything to people who can't be respectful or at minimum cordial.

No returns doesn't mean no refunds, eBay's MBG supersedes your no returns policy.
Your item maybe as described in your eyes, but your buyer feels otherwise.
If your buyer opened a not as described case , you have no choice but to accept the return and issue the return label.
If you ask eBay to help, you won't like the outcome, eBay will refund the buyer, let them keep the item plus give you a defect in your seller dashboard for not handling your return.

"...respectful or cordial..."
I sense and appreciate your animosity ....but, unfortunately, unless it is pertinent to the issue, the attitude of the buyer is totally irrelevant......
just accept the return, get this wacko off your plate...

If you allow the buyer to bring eBay into the claim … then eBay will refund the buyer with your money and let them keep the item. [You’ll also receive a defect and forfeit your fees.]
You are under a misimpression if you think you can avoid having to refund the buyer. The only choice you have is whether you want the item back before you issue the refund. That choice will be taken from your hands as soon as eBay is asked to step in.
I’m very sorry this happened … but your ‘no return’ policy doesn’t protect you from having to issue a refund if a buyer claims an item is ‘not as described’. eBay doesn’t have a way of holding a ‘hearing’ every time a buyer and seller disagree on the condition of an item. They simply take the buyer’s word.

Doesn't matter. Unfortuantely you will be refunding no matter what.
Ebay almost NEVER enforces the MBG against a buyer.
All you will end up doing is giving away your item for free if you let ebay step in and refund them with your money

Since the funds are being held, you won't have to refund the buyer, Ebay will from your account and let them keep the item, if you don't accept the return and provide a shipping label.
