Reopen my request of a return item and I need a refund

First eBay is not here and won't see it.   Why do you want to return the item?  What is your     sellers return policy ?    Did you close the case yourself?  If so, it can't be reopened.  Need that info to provide more help.

If you opened a return request once ... and it was closed ... you can NOT reopen it.  You will have to go through PayPal or your credit card company.

If your return request has closed you have several options.
Give the item to someone as a gift.

Resell it yourself.

Or file a chargeback with your credit company or PayPal.
