I am trying to issue a refund of an item I no longer have. I contacted the buyer but no reply.

When I try to refund, I get an option to put in a credit card.  I don't want to use a credit card,

I want to use my ebay account or paypal.

You really should cancel the order citing 'Out of stock'... that way, the buyer will be refunded from Processing payments (all but the $.30 Transaction Fee)... if your Account is set for eBay fees to come from your bank account, the thirty cents will.
