The buyer has every right to not cancel the return request.
I suggest that you send him a return label, which is what you agreed to do when you signed up on eBay, immediately if not sooner.
The more you pester him with unwanted suggestions, the greater the chances you will receive negative feedback AND lead the buyer to contact eBay because you are not being cooperative.
(I would never in a million years sell computers, computer parts, or anything that plugs into a wall for the very reasons you enumerate.)

If you don't hurry up and send the label, things will get worse. After 4 days have passed since the buyer opened the return, the buyer can ask eBay to step in. eBay will refund the buyer AND let them keep the item.

You can either issue a paid return label and refund when you receive it back or let them keep it for free. If you do nothing, eBay will chose the keep it for free option.

Hi @lewis08.r
The buyer wants to return the item ... and you want to force him to keep it. You cannot do that.
Send the buyer a return label ASAP. If you don't do that, then eBay will refund the buyer and let him keep the item. You have only 1 day to issue the shipping label before you lose both the item and the money. [eBay usually refunds the money and let's buyer keep the item when brought into the claim.]
IF there is a common problem with the item ... AND a 'simple fix' ... maybe you should put that in the Description when you list the item the next time. That way the buyer will know what to expect.
