I Need Advice. eBay Sided With The Buyer. $900 NIB iPad.

So I sold a NIB iPad. The buyer opened a return the day it was delivered for the reason "Changed my Mind. The product didn't meet my expectations."
eBay provided a return label, with a Signature Required.
Buyer didn't use that label. A week later they opened a case, provided tracking info, and within minutes eBay sided in their favor. They also didn't allow me to see the tracking number.
I received nothing. They didn't use the label eBay provided, either. It's painfully obvious they shipped a something like a envelope to my zip code. Without even seeing the tracking number, I cannot go to USPS and see where the package was actually delivered. On top of that, I should of been egible to offer a partial refund, at least. The buyer basically admitted to opening the NIB iPad, which reduces the value, which should allow me to issue a partial refund AT THE LEAST. eBay made this impossible for me to do anything about.
Any advice is appreciated. But please don't tell me "You shouldn't of sold a NIB iPad on eBay." I am fully aware of that now.

I am sure you're able to contact eBay. Do that and ask them
- There are no return tracking records, please provide me with a copy
- I haven't received the item back, what do I do now?
