I have a bizarre situation with a buyer that no appropriate can describe his abusive behaviors. Here is a detail of the situation:
1. Bought from the store during a promotion an item for US$ 160.
2. Immediately after making the payment sent a message asking to cancel the order because he didn't see that we don't accept return
3. We agreed to cancel the order and requested that he waits for 72 hours until payment processing is completed, and value of the order deposited in our payout account as we don't want to make the refund using our credit card and lose on FX and bank charges
4. The moment the 72 hours finished he filed a request for INR. We are not sure how he managed to file INR for an item that still not shipped or reached the deadline to ship
5. Anyway, we closed the case with full refund, and blocked him
6. Relisted the same item, now at US$ 250.
7. Immediately we received an order on the same item.
8. The moment we shipped the item, we got an INR!!! (Long story short there is a bug in eBay platform that allow buyers to file such request before estimated delivery date)
9. Checking the details of the new buyer, it turns out that he is the same person who ordered the item at US$ 160 but he created a new ID.
10. eBay CS asked us to go ahead with the transaction which we accepted on the condition we place a hold on the shipment and change the type of service to a more secured service (tracking and delivery procedures).
11. all good, we changed the shipping method and re-generated all documents (AWB, custom declaration forms, Insurance Inspection/acceptance...etc)
12. When the shipment tracking showed that parcel arrived at USPS center in JFK, the buyer escalated the INR and asked for full refund. eBay ruled out in our favor, closed the case, and released the hold on the funds.
13. The shipment was delivered to the buyer. Same day, he filed a return request claiming that the parcel is empty!!!
Any advice on how to deal with this chronic case?!!

With your future buyers with no feedback and opened a new account...that's a heads up...check if they are bidding on anything or just buying up front...buyers usually bid as well on items.
I had buyers request a refund of 60 days and 90 days...so anything is possible.
You apparently had a buyer who knows how to do it.

This another technical issue, in our store policies new buyers with no feedback are not allowed to buy. How he managed to place an order is something went unanswered by eBay CS.

You can’t block zero feedback buyers you can block buyers with 2 or more unpaid item strikes.
Probably why CS ignored that question.

What a scammer! Used almost every trick in the book. Got nervous when he saw no returns because he planning probably to return an empty box to you, but did the I got an empty box maneuver. In the return request see if you can just upload the tracking showing delivered. Call ebay and let them know this is ultra suspicious what this buyer is doing. Perhaps a tracking number showing delivered will stop the abuse and that is if they do not open a chargeback after that and/or not as described claim. If buyer received nothing technically that’s not a not as described item, but they use that as missing parts blah blah blah to steal. Ny all means get with eBAY ON facebook. MESSAGE THEM ON FACEBOOK AND EXPLAIN YOUR SITUATION AND SEE IF THEY CAN HELP AT ALL.

AT THE VERY MINIMUM, ebay should investigate this buyers buying behavior and do something about this if this is a chronic bad customer giving people trouble on here.

There is no policy to block buyers with no feedback.
