If the buyer is returning the item you'll have to refund excess postage outside of eBay (PayPal, Venmo, Zelle, mail a check, etc).
If the buyer is happy with the item and plans to keep it, you can send a partial refund through the transaction. Instructions here: https://www.ebay.com/help/selling/managing-returns-refunds/refunding-buyers?id=5182
Edit to add: the reason for the different process is because sending a partial refund when the buyer plans to return means you're affecting the amount they'll be refunded upon return. To avoid hat you have to refund the postage issue outside the transaction.
