Hello,
A buyer requested to return an item, I accepted their request and it's 10 days later, I have not received the item or a tracking number. I messaged the buyer but got no response, so I think its possible they changed their mind, but I would at least like a tracking number if they did ship it. The funds are still on hold but I can't do anything. Is there ANY option to contact customer service?? I can't find a phone number, way to chat or email about this.

Just Google the number (but eBay is not answering the phone now), or go to the bottom of the help pages and click chat then click have us call you.
Changes to handling return requests that appear abandoned
Starting April 1, 2020, we will no longer close returns early at the request of a seller when the buyer has not shipped the item back. Instead, we will wait to ensure buyers have sufficient time to provide proof items they requested to return were shipped back.

There is nothing to do. Wait until it times out.
You can't do anything about your held funds during the process anyway.
Contacting eBay will do nothing as they are allowed far more than 10 days to return items.
