I wish to return this graphic card ‘Sandisk 960GB Cloudspeed. I returned it before, but I clicked a cancel button to return it by my mistake. Then I try to return it but I cannot return it anymore. So I feel very upset. If you can help me, could you solve my problem?

When a payment dispute is filed @mtgraves7984, the seller has no idea where it was filed ie: PayPal, credit card, bank, debit card ...
The seller is never made aware of the payment method or source, not even when a dispute is filed.

Why were you trying to return it in the first place? By your mistake?
Then you were supposed to pay return shipping.
I might be presumptious but what I find usually happens is the buyer is truthful with the return reason then they find out they have to pay return shipping so it's suddenly oops- they cancel and try to reopen it making the seller pay for the shipping but it's too late as you can't reopen a closed case.
If you were sent something you didn't order and you paid with PayPal go there. They offer free return shipping but you need to sign up for it before you file a dispute.
