I am one unhappy buyer from seller certified by ebay. My order did not arrive since almost 1 year ago. I been asking help from ebay but all they can do at the end is to say is "that is all we can do". I don't know if was taken advantage to being first timer in ebay online purchase. I dont know if the seller was using the covid-19 situation as an excuse to not fulfill their duties. 1 thing for sure is that I will never ever buy from ebay anymore.

eBay will assist within the 30 day Money Back Guarantee window. Beyond that, you would have to pursue claims via your payment source. PayPal offers a 180 day buyer protection policy. In the US, credit card companies offer between 30 days up to 1 year (most are 6 months or less).
Yes, Covid caused major shipping delays last year and many of my buyers didn't receive their packages for weeks, or even months. A few packages got lost and I refunded those buyers.
I checked out your seller. They're a drop-shipper. Most likely their supplier couldn't stock the inventory because of Covid. The seller mis-managed their listings and inventory, and it appears from feedback that their communication and customer service are lacking. I wouldn't buy anything from that seller. They probably dragged things out while they waited for their supplier to get inventory which never came. By then, your window to file a claim closed.
The bottom line is that you need to be aware of your time frames to file a claim no matter where you make a purchase. Before you purchase another item anywhere you should check the claim windows provided by both the venue and your payment source.
You learned a few lessons with this purchase:
- Vet the seller. the problem stemmed from your seller, not eBay as a platform. There are a lot of great sellers here.
- Know your time frames to file a claim if something goes wrong.

I being new to online purchase would not be very good at looking at this at the first instance. I now understand some but not all the policies of ebay online purchases. But ebay could have at least assisted in reminding the seller their obligations as they already know the situation. If the seller has the difficulty during these challenging time so much so with the newbie buyer under the same condition. I cannot even retrieve my paypal payments as I only borrowed paying card from a close friend and a lots of constraints in my part. I even contacted the seller directly and they made a promise to make good of the purchase. I hope your time frames policy are not affected by simple time expiry when seller and buyer are active in the transactions. Window to file claims should not be affected when both Seller and Buyer are still in communication and besides the situation was not the fault of the Buyer not knowing that the dragging of time will eventually forfeit the window for claims as you said.
Despite Sellers' promise, until now nothing positive happen. I am always open to solutions. The fact is until now I am still looking forward receiving my order. My apologies with ebay, however, I will maintain that your assistance would have extended especially on times where things are very hard. It is hard earned money and losing it is that painful. I as your patron, need your deeper understanding.

You're not writing to eBay. This is a member-to-member discussion board made up of eBay buyers and sellers.
After a year this is a lost cause. The transaction ages off the seller's account after 90 days so they can't send a refund through eBay. While they could send funds through PayPal, it sounds like you don't have a PayPal account. Even if you did - if the seller hasn't refunded you after a year, they're not going to. Sorry this happened.
