I was approved for a return and told by the agent that the seller would send a shipping label. The label hasn’t come. I contacted the seller, but didn’t hear back. I cannot get through to a live agent to sort it out and none of the help options directly addressed the issue. Neither did the robot. Could you help?

When you are type out in the Chat Box did you say "agent please" "talk to agent about return label" then eventually the "let us call you" pops up.

Were you approved for a return by just an agent or did you go to your purchase history and apply for a return there?
If you spoke to an agent overseas they can't approve anything.
The seller won't issue a return label if you don't go to "My Purchases" and start a return there on the item in question. These days returns are automated in all but a very few cases.
I've only had to return a few items in the time I've shopped on eBay and never had to or was inclined to talk to an agent to get a return label if one was warranted.

Find the item in your Purchase History and open a Return request. That will get your seller's attention. Good luck.

Assuming that you opened the return request through the order, you should have received a label or QR code to download and print.
But if the seller is an international seller (not from the US), they're unable to send you a label. If it's a NAD (not as described) return, you need to find out how much tracked shipping costs to return it and have the seller send the funds through Paypal or similar BEFORE you send it. (If you send and expect reimbursement for shipping), it won't happen.
If it's remorse return, unless the seller has free returns in which they pay return shipping, you have to purchase the label and return it on your dime.

eBay denies I have a return or even an order number. Ordered as a guest, perhaps? I’ve tried that approach, but haven't had success with it or any other alternative either.
Two weeks ago Customer Service told me the seller would send a shipping label, however, he has not. Further, CS said to call back in 7 days (it’s been 2 weeks) if I’ve not received a label. I called the same customer service number that worked before and the escalation one both to no avaiI. (I asked AI for help.)
-Customer Service says I’m calling out of business hours which cannot be since I’ve tried a variety of hours over two days.
-Escalation says they are not taking calls.
Then yesterday, I got an email saying, "I’ve started a return but it appears I haven’t sent the item back”, yet through no channel can a purchase, order number, or anything else be identified. Sheesh. Crazy-making.
Oh, I sent a message directly to the seller last week but didn’t hear back.
I’ve spent a lot of time on this bc the item cost $100. But there’s a point at which donation is a more cost-effective option. At this point, the value of my time is approx 12/hr and it’s declining. Your thoughts?

eBay denies I have a return or even an order number.
That is probably an indication that you either purchased using a different eBay account, or as a guest. The order number is not linked to this account.
If you purchased using a different eBay account, sign out of this account, sign in to that account and find the transaction in your Purchase History and go from there.
If you purchased as a guest, sign out of this eBay account, then use the "order details" link in the email you received from eBay regarding the guest purchase.
Customer Service says I’m calling out of business hours
You are calling a number not designed for incoming calls. You cannot call customer service directly, you must request a call back unless you are given a specific number for a specific department.
To contact eBay, use the chat assistant to request a call back by starting on the Help & Contact page and following the links for your issue.
What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.
