Hello I ordered some Croc in November 2022 and I just opened them and they were the wrong size

I ordered size 8 and you sent me a size 7 I want to see if I could exchange them for a size 8

Go to your purchase history.  On the right hand side of the page, click on the icon that reads "More actions," and then "Contact seller," and follow the instructions.

Note that the seller isn't obligated to accept a return. You had 30 days from the day you received them to file a claim to return. You had a responsibility to check and verify that the item you received as what you ordered.

I don't know whether you ordered men's 8 or women's 8 but it looks like the seller still has both so you may be lucky if you request an exchange. 

The seller did have a 30 day return policy with buyer paying return shipping so if he accepts the return, you'll have to pay to return them.

You had 30 days after delivery to open a case and you failed to do that.

Who waits 3 months to look at a package?

All I wanted to do is exchange them but they said no I have to order them again and I hope they send me the right size this time

You had 30 days....when you get a package you need to look at your item right away.

You can open a PayPal case but be advised you would be responsible for return shipping.
