Guest purchase refund from a fraud seller

I made a purchase as an eBay guest before I had an actual account, it was suppose to arrive by November 15th, 2023. It's now March 18th, 2024 and it still hasn't arrived. I contacted the seller but no response. I don't recall the seller to have many, if any, negative reviews when I purchased it. However, now when I go to the sellers page it turns out a bunch of people who made purchases around the same time as me have had the same problem and deem the seller is fake. As I mentioned I'd like to get a refund for this but since I purchased it as a guest I can't go to My Purchases and start the process as I was seeing the instructions were.

 

Can someone please help guide me to the steps I need to take to get refunded?

Sorry, you waited to long for any help from Ebay.

If you paid through Pay Pal, open a case with them or contact your payment source.

Never wait so long.  If you paid by credit card, contact your card company.

You are about 80 days past when you could have done anything about it on ebay.

Yes this is good to know now. In my defense if you look at my previous thread, I had a package not arrive when it was suppose to so I took immediate action and the advise was that it will likely show up and this happens that it doesn't show up on the correct date. It ended up showing up ~1 week later. I was told if it ultimately, doesn't show up you have a case. So I figured this would eventually show up but it took so long I sort of forgot. Not saying it's not my fault but its like if you act too quickly there's nothing that can be done. If you take too long, there's nothing that can be done.

When you see the dates between which an item is supposed to arrive, do keep in mind that is an Estimated time frame and not set in stone.  Those dates are not based on shipping agency's time frames but on the average time the seller's packages usually take to be delivered. 

 

If you receive a tracking number now that you have an account, and it has an acceptance scan and shows movement but has not arrived by its last estimated delivery date you can file an Item Not Received dispute. However, ebay will give the package more time to be delivered before you can ask them to step in.  eBay can and does take into account localized weather issues, customs delays, and possible shipper's issues when packages are delayed in transit.
