Hello all, I ordered an item and never received it so the seller told ebay that they refunded my money but it Never hit my account and the case is now closed so what can I do???

Depending on how you paid, it could take a bit for the refund to show up.
It could be a few weeks to a complete billing cycle.

The seller sd it was Oct 20th @ 6:41 pm but I still don't have the refund

If you paid for the purchase through the transaction, did you use paypal or a c.c.?
The refund goes to the funding source. Have you checked your paypal account or credit card account?

Hi Alberta, Yes, I paid thru the cart and checked out with a credit card. I have checked the card & No refund. I also checked PayPal & No refund so I even checked my reg. band accound & No refund.

Whatever payment system you used you should call them and see if a refund is in their system . I would think by now you should have had it. So you can let your payment system know the item was never received and the seller said he refunded the money but you do no have any record. So see what they can find. I hope you used a CC or Paypal and not your checking. CC and Paypal you can dispute the charge since you did not get it. Your bank account - your out of luck.

If he processed the refund, you would have received a message from Ebay.
After that message it would have appeared with your credit card processor.
I suspect the seller made an error or is lying.
Open a dispute with the credit card issuer. You'll get your money and Ebay may charge the seller an extra $20

When you didn't receive the item, did you open INR (item not received) through the order or did you simply contact the seller to tell him you didn't get it.
If it's the former, the seller would have had to respond to the INR with tracking showing delivery and if he didn't do so, you could have requested that ebay step in to close the case and issue the refund. If you didn't do so within the timeframe ebay stated, the case closes without you getting the refund.
If it's the latter and you just told the seller that you didn't get it and trusted the seller, he lied to you and didn't issue the refund. (Sellers can't "put it back on your credit card" because they don't have access to that information.")
To verify whether or not you got the refund, do the following:
Go to your purchases: https://www.ebay.com/mye/myebay/purchase
Scroll down to find that purchase and if it was refunded, you should see something that looks like this:

He doesn't have the ability to do that, not one seller on ebay does.
