I cannot believe how impossible it is to contact customer service. Every time I try I get returned to the same site. I ordered something and received an email that it was delivered in my mail box early in the morning. I was home all day and the mail did not arrive until later in the afternoon. My mailbox was empty. I was told by Ebay to contact the seller which I have tried twice. Both times he refused and said it was not his problem. Every time I try to contact Ebay, the "assistant: says my product was delivered, and to contact the seller for a refund, and I keep trying to tell them it was not delivered. There was no photo of the product in my mailbox.
I will never use Ebay again!

If paid by VISA get a charge back, especially when the seller does not want to help.

That is a loophole big enough for a package to fall through. If you paid by credit card, as you always should. Contact your card company to see what options they offer to file a case.

As a seller who has had to deal with buyers claiming it never arrived I can see the sellers side of things, I can also see the buyers side. Always pay with a credit card that way you can get a refund. Its not the sellers fault if someone steals the item off your porch or from your mailbox. Ebay will normally look at the tracking and give the buyer a refund AND let the seller keep there money as well. We cant expect ebay sellers to foot the bill for porch pirates across the country.

Someone should have told you to contact the carrier who marked it as having been delivered.

If the carrier marked it delivered, you need to contact them and find out where it was delivered and if the package was addressed to you?

Contact the carrier and USPS and find out the exact address it was scanned at. If it was not delivered to your address get it in writing on USPS letterhead and appeal to eBay and get your refund.
If it's determined it was delivered to your address the seller did their job and its not their fault it was stolen from your mailbox after it was left. It's up to you to provide a place for safe delivery. If anyone can stick their hand in your mailbox that's not safe. You need to get a locking box.
