Assuming you were the buyer, can you offer more details?

If you are saying that what you received is not as described (as in seller stated it would fit your vehicle, but it doesn't), why not open an item not as described case? In that situation, your seller is required, by eBay, to either send you a prepaid return label, or to reimburse you in advance for the cost of return shipping.

Doesn't fit is considered a remorse return and the buyer pays return shipping.

I told the vendor the car strut was 4 inches short and was not as advertised

Item not as described is what you should have said. Item description is wrong it is not a does not fit: it is an item not as described and the seller pays for return.

I thought they fixed the auto parts from this problem. Is see they did not:

"Does not fit" is a remorse case which YOU the buyer pays to return the item.

Those are usually used to lower a vehicle that is why they are shorter. Seller should probably make that more clear in their listings even though most buyers probably understand that when purchasing.
