No, once you file a return request you will need to ship it back to the seller within the time frame eBay gives you.
The seller is only required to send a shipping label from Belgium. You will need to send it to Belgium and get it to your friend for him to return with the seller supplied label.

Then when you start your return request for ITEM DEFECTIVE on day 29

The seller has up to 21 business days
-- when the return automatically closes and you don't get a refund
to accept your return request and issue a prepaid return label to return your item from Belgium
Do not ask eBay to step in after the usual 3 business days
-- until after your item is back in Belgium, ready to be shipped back to the seller.
15 business days
If you get that prepaid return label
-- you have 15 business days to get the first carrier scan
-- showing that the prepaid return label is now on its way back to the seller.
If the return is never delivered e.g. because the seller used a fake address or tracking is returned back to Belgium, contact eBay here with a private message to ask for a forced refund.
You're very lucky that your seller is agreeing to the return.
Normally, you (as the buyer) lose MBG when you have the item shipped to a different location then forwarded to you. (Although you didn't use a freight forwarding company, your friend in Belguim acted as a third party freight forwarder.)
if you want to return the item for a refund, you MUST do it within the timeframe ebay requires.

If your item was switched out, your seller can compare serial numbers burned into the firmware.
A timeline for example:
-- You start a return request for ITEM DEFECTIVE on Jan 13, 2026.
-- Your seller immediately accepts your return request and issues a prepaid label for its return from Belgium.
-- From that day, eBay will tell you that you have 15 business days until e.g. February 6, 2026 (with holidays)
-- to get that prepaid label scanned by the carrier, giving your item until then to arrive back in Belgium.
And despite the policy eBay only requires
1. that you return your item to the seller (from anywhere e.g. you pay a direct return from Tunisia)
2. seller-paid return shipping from the address originally* shipped to be it your freight forwarder, family, friend, etc.
*eBay is acknowledging that the item is no longer at that address
3. you don't have to say where it is now.
