I offer free returns, buyer opened a return for order by mistake and also put in comments “delivered to wrong address” — I thought this was odd and even reached out asking if they received the item and never got a response.
Got the return today, and its a totally different item looks like a pair of eye protection like $2.00 from a store.
the original item was sold for about $80.
What steps should I be taking?
1) I am a TRS+ so I could issue a 50% refund
2) I did report the buyer on the report buyer tab
3) The report buyer tab then said on the return i could ask ebay to step in to help (but I was unsure of this)
4) There is also a report issue in the return, I could use this?
5) what agencies should I report to for mail fraud? Is this worth doing?
6) I also reached out to ebay on facebook and waiting for their response as well.
i know sometimes ebay courtesy refunds and takes nothing from the seller, I didn’t want to open a case yet and it says I have until next Tuesday to do a refund as well.

Well ebay on facebook basically stated I would be best issuing a 50% refund and they cant do anything else.

I notice ebay doesn't give you back any final value fees either if you do a partial refund this way.

As eBay on Facebook explained @agemelee your best option is to ask eBay to step in.
That way, you won't have to issue the 50% refund, as eBay will read your report and take care of the buyer.

Well, you can get ALL your money back but it is dangerous.
You have to let ebay step in.
You lose the case because you were always going to.
You appeal. The appeal will allow you to upload pictures and type out the narrative of what happened.
Ebay will send you some all purpose form to fill out that says you ain't no liar or some such...I forgot what mine actually said. You sign it and upload it.
If you are not 400% going to win your appeal you will get to keep your unresolved ding...which is the inherent danger in an appeal.
