I frequently purchase trading cards that are shipped through ebay standard envelope which come in a PWE. If I need to return the card due to condition issues, can I put the return label the seller sends on a PWE? Or do I need to get bubble mailers or boxes out of pocket to return it?

It's my understanding these can't be used for return and you would need to ship USPS ground advantage to have tracking.
I suppose registered mail could work too.
That said, you can reuse the packaging but can't ship back with the same postage of ESE.

The topic is a bit off, I'm the buyer not the seller, I just wanted to see if the seller messes up the order, can I not have to pay out of pocket to ship back the item for my refund.

If this is an item not as described case, seller must pay for the return.
Go to the details and open a return for not as described/doesn't match listing.
Seller will have to send you a label. If they don't upload one, escalate when eBay says you can.

No I understand the label, but I don't have boxes or bubble mailers at home, I'm just annoyed I have to buy those myself and that I can't use the envelope the card came in.

I believe you can if you put a return label over the label on the envelope. Is it a stiff type envelope?
Because the return label will be ground advantage so it's not for letters.
Do you any type of small box? From Amazon or any order?

No I only order from ebay really, and although the seller provided the return label, as you said I don't believe it works for regular letters/ plain white envelopes. So I believe I'll just have to buy bubble mailers for returns.

I have a ton of those things.. I buy coins on eBay and I always save them for reuse.
I must have 100 of them. I save small little boxes too. I have like a big box full of little boxes and small bubble mailers.
