Here is a history of me trying to my FULL refund. Ebay will not help and is telling me it's past 30 days.
We're sorry to hear that you didn't receive the item you purchased. Your request is open, and we've asked the seller to respond and resolve your issue by Mar 16, 2021. I CONTACTED SELLER ON MARCH 11,2021
The seller has responded to you and offered another solution to solve this issue.
Seller's message: | ||||||
If you're satisfied with this solution, you can let the seller know by sending a message in the Resolution Center. If you don't want to accept this offer, we encourage you to send the seller a message with solution that you'd be happy with. I ORDERED 2 SETS; GOT REFUNDED FOR 1. NEVER RECEIVED THE ITEM March10:

The only thing that jumps out at me is... "We'll respond to your appeal within 48 hours" in the first message. If you weren't happy with the seller's solution (I wouldn't have been), that was the time to escalate the case to eBay. You'd be whole.
If it's any consolation, you can file a case for 180 days on PayPal or a credit card, if you used either. Good luck.

That's the point...there are several attempts after that initial message and a claim started that went no where

Even though there is no way to escalate an appeal, you should have escalated the appeal. Now @tnkf0915 just file an "Item not received" dispute at PayPalhere, then go back immediately and click "Escalate to PayPal" at the bottom of the page. Then wait (if the seller contacts you now, do not respond whatsoever) for the remainder of your refund.

"... and a claim started that went no where"
I suppose eBay thought that you were satisfied with the seller's solution, since you didn't appeal/escalate the case.
I only mentioned the other venues since eBay only allows a buyer one shot at it. The MBG pretty 'iron-clad'. Bummer.

They said I can't report a problem because I have received money.

I did write in the original post that I did call. All ebay did was send me an email asking about my customer service experience.

You can try calling PayPal CS at 888-221-1161 and explain that you didn't get a full refund.

"I was able to find a way to grant your appeal. I am sorry to hear about the initial decision being made about the item 20Pcs Set Mini Ducks Rubber Random Baby Bath Toys Floating Kids Christmas Gift. Nothing to worry, I already processed your full refund for this transaction and notify the seller about this issue. Please confirm with us after the timeframe if you received the refund or not so we can follow through with your concern. Your refund will be reflecting in your original payment method within the next 24 to 48-hour timeframe. Thank you for your great consideration."
This is ebay responding? It's rather odd.
"Nothing to worry."
They "notify the seller"?
"Your refund will be reflecting in your original payment method."
"Thank you for your "great consideration."

There is no here link. And unfortunately the last phone CSR said I was allowed only 1 claim per item. She also said something about it being past 30 days even though I have been in constant contact. I reached out to the seller again. First time I tried that they did not respond until I had Ebay step in.

That was copied directly from my Ebay email. Minus the CSR name, the seller name, and item number of ducks

I responded to you yesterday to let you know that they said I can't do that because I already received money. Guess I will have to try and speak with someone there. On my second day of not hearing back after another attempt to contact the seller.

Are you clicking the "here" link that at first you couldn't find? PayPal would let you open a case, because you've not yet opened a case at PayPal.
And by "someone there" are you speaking with PayPal, not eBay?
