Ebay Avoiding Resolving My Return Issue - 2 'Dropped' Calls, No Help

Background - I live in Canada and use both .com and .ca to list. I have a return request on .com, no big deal. However, there used to be a return option something like  - "I am unable to provide a shipping label as buyer is in a different country.."  it's gone. Now, I only have 3 options: 

1.  Upload a label                   --- I can't because I'm in Canada and item is in US

2. Confirm you sent a label            ---  Same as above

3. Confirm you provided another way to return the item              --- How is this helpful?

So, call ECS, explain multiple times, put on hold, drop my calls.  I need this to go through ebay's return process so I securely get my item back, check it and then give the refund.

Now, it appears the buyer just has to wait it out, keep the item and get a full refund.

You will need to send $ to the buyer for the shipping label and use #3.

To add to @klhmdg's recommendation, you need to send that payment BEFORE the buyer ships the item so they can be sure you do as required.

Used option 3, ebay immediately sent auto message that 'Buyer must now ship item back by the 25th.'

You say send $, yet still no secure option within ebay refund process.

Very strange indeed...

There is no 'before' -  secure payment is currently impossible through ebay's case refund infrastructure.

Still a mystery...

No, there's no way to send the funds to the buyer through Ebay.

You have to use Pay Pal or another service you two decide on.
