The buyer received the item on July 9th it is now august 21. He says his son bought the item without his permission and wants to return it. The message is as follows: "My son is a minor and used this account without authorization to purchase items more expensive than he (or us) can afford. I apologize that this happened and steps have been taken to prevent him from doing this in the future. We need to return this item to you. Thank you." However this guy has made purchases from me since then that were worth more than this item. Can he request returns for those items if I refuse this return?

They could file a case with paypal or their credit card company. With paypal they have to pay the return shipping. You can advise them to send it back and you will return the cost of the item but not it's shipping.
They could file false cases about any items purchased less than 180 days ago with paypal. And in some cases a year for those paid by credit card.

With Managed Payments, I believe that a Paypal claim would be treated just like a credit card claim which doesn't always require an item to be sent back.

Have you asked if the other items were purchased by the son as well? You have free returns so if those items were delivered less than 30 days ago then yes, they can return those as well.
Keep in mind that if you refuse the return and they open a claim with their payment provider, you may end up not receiving the item back and having to refund.

Block the buyer.
Decline the return as it is past the 30 days.
Report the account as being used by a minor.

When it happened here, I had to go through each and every website I had passwords saved for and not only change the password and delete the stored payment information on those sites, but also the password settings on my computer to require a new authorization each time someone requested to see the stored passwords. I don't envy you, the work you have ahead of you to prevent this from happening again.
If you'll be good enough to return the item to me, I'll arrange for the refund for you.

Due to rules and laws every seller is on hook till two dates have passed and they are 30 days from date of delivery and 180 days from date of purchase.
You have gone past the 30 day but more serious date of 180 days is still there.
I am a seller and based on clues given by buyer in his messages I would message buyer advising him of my return address and that on this occasion I would be willing to accept his return ask him to return the item using a tracked & signed service to return the item and on receipt of item I would issue a refund.
This action would avoid a charge back claim with buyer's credit card or PayPal ( Source of original payment) and also gives seller the opportunity to inspect the returned item and then send buyer a message advising him that item is received and their refund is processed which is done through the concerned order.
I would refund for item price minus all out of pocket expenses to include original postage cost+ eBay's final value fees+ any other actual / legitimate expenses that occurred in completing this order.
Should buyer ask why amount refunded is less than what he paid then I can send him details of these expenses/ costs.
