I get the cheating seller at Ebay. I place a order at Ebay which include 2 pcs bed mat making a king size. the seller picture shows it and email confirmed it before I place the order. But I only received one pcs bed mat and a pillow cover. The seller said it is misunderstand communication. first he refuse to ship another bed mat to me, second he agree me to return it for refund and will send me the return label, then he email me said he cannot buy the return label at USA. I can told him the postage. I get the postage from post office, then he keep ask my Paypal account. I consult it with Paypal, they said it is huge risk for me to provide account to him. Then the seller refuse to do anything. I ask Ebay to step in, Ebay send notice to the seller, no use. Now the Ebay told me If I want my money back I need return the item to seller, If the seller do not provide the return label I need pay the postage. That means I need pay another $65.65 postage to get my $63.00 refund. That is Ebay's money back guarantee policy. So ridiculous.

I'm confused on your comments, as eBays MBG is 99.9% in favor of buyer. As soon as you got pushback from seller, you should have submitted a ITEM NOT AS DESCRIBED claim to eBay, this will trigger a return label to be sent to you. There is no need for you to pay for the label.
Could you provide additional details of the item, as I can not imagine paying $65 shipping for a $63 item, seems strange.

if this was an international sale then the buyer is required to send you money for a label as long as this was a not as described case
an overseas seller cant get you a label but they are supposed to coime up with money for one.
if you wanted to get technical wth ebay you could insist on this money or get it closed for non compliance

Dear Sir/Madam:
On the beginning the seller agree me to return the item but refuse to provide the return shipping label, reason is he cannot buy the return label at USA. I doubt it because he always lie to me.
I went to local post office to get the postage $65.65. I email to him, then he keep ask my Paypal account. I consult with Paypal, they think it is huge risk if I provide my account to him. I told him but he said it is only way he can provide the return postage to me.
I ask Ebay to step in, First Ebay agent told me no warrior he will push the seller to send me the return label, Ebay will refund me if the seller do not provide me with the label, and ask me to wait five days. Then after 6 days I talk with Ebay again, another agent told me I need send the item back if I want the refund, and I need pay the postage if the seller do not provide the return label. I ask this agent if I pay the postage to ship back, the seller refund me the item but no return postage, who will take care of my postage money. Then the Ebay agent said no body but Ebay will punish the seller. That is the final result now.

You need a way for the seller to send you funds for the shipping label - you don't have to give them your PayPal "account", you just need to give them your PayPal email address so they can send you the money for the label. It isn't high risk, it's just an email address - unless someone has your password, it shouldn't be a problem.

Give the seller your PayPal email address so they can send you the return shipping funds.
$65 seems awfully expensive?
