Buyer sent to wrong address

Buyer doesn't want item

 makes own label and sends to address on my shipping label

I have a different return address registered on ebay

Nobody is there to accept package, so it is at post office.

I'm out of town for a couple of weeks, so I'm having my neighbors get my packages at return address

I'm not gonna have anyone pick up my packages at the post office 10 minutes away

It is the responsibility of buyer to send return to return address registered on ebay? I heard that if they send it in the same city but wrong address, then they are ok

What do?

Can you contact the PO where the package is and ask them to hold it until you return?

Your other questions can't be answered without knowing more details of the return. Was a case opened? What kind? Why didn't you provide a return label? Were you planning on refunding upon receipt of the return?

Call your PO and have the supervisor send you a copy of the photo they take of the package when they scan it to prove they sent it to the wrong address.  If the supervisor won't help, call USPS, they will have a photo scan they can email to you. 

They are supposed to send to address provided by ebay.  Not something different.  But you cannot have used this address for a return, ever.

He started a return before he got the item.(Choose the "I don't want it anymore" option)  He sent it back right when he got it. I was planning on refunding. yes

So your buyer never opened a proper Return? That would have created a proper label. With no information to/from your PO, the package will probably be returned to the buyer after a time. Then, a proper Return can be opened and your buyer can send it to the return address registered with eBay. Just thinking outside the box...
