I just had a buyer open a claim saying a T-shirt has missing parts? I just shipped it the day before. It was not even delivered yet. How can a T-shirt have missing parts? Does Ebay allow such fraudelent claims? I explained the situation to the customer and they said they just didn't want it. How can I handle this situation?

You sell clothing, so that is going to happen. Did they open a case against you?? If they did, tell them to return for a refund. If they didn't, ignore them until they do.

Since you're still in contact, ask them to RTS the package. You'll get it back unopened and you can refund the item price.

I wouldn’t really do this, but I would be tempted to say “oh, dear! Which of the sleeves is missing?”

It is scam. They are hoping you do not want to pay for the return and will write off the item with a returnless refund. If they returned it as order by mistake they would have to pay return shipping. All of the marketplaces allow buyers to do this because it is good customer service and has little impact on shareholder equity.
Ebay expects that as a seller that you are able to absorb a 10-25% shrinkage (theft rate). Nothing you can do as Ebay only cares about buyers and police will not investigate interstate theft and the USPS Postal Inspectors no longer investigate mail fraud since they are under DHS now and mostly monitor social media posts.
As long as buyers keep their scamming under about $10,000 a year, ebay will allow it.
Clothing and make-up are high fraud items, since people like to "free rent" those items. and they do not see themselves as criminals, just "savvy shoppers".

Since they filed an INAD, either accept the return and pay return shipping or refund and let them keep it.

Sounds like buyer has already filed an INAD, so seller will pay return shipping.
