Having an issue with a buyer. He is claiming that my items were not as described and he wanted his money back. Not sure what happened but I know the items were correct. I refunded the money and sent a prepaid label but buyer has not returned my items. From buyer:
when I clicked on the link that says print shipping label nothing is showing to print, could you resend the label please.
Me the seller my question: how do I resend another shipping label without having to pay $15 again for a new shipping label? I need my items back if buyer was refunded.

You went about the return backwards. You should always issue the return label, wait for the item to be returned, then refund.
Refunding before the item is returned to you closed the return, so no label can be generated. So you weren't charged for the initial return label because it wasn't used.
You would have to another site to create the label like pirateship.com and send it to your buyer. But your buyer is under no obligation to return the item.

If you refunded the buyer, the case is closed and they won't get a shipping label.
Now that they've been refunded, they have no reason to return the item.
You always wait until it's been returned to refund.

Buyer stated that the only way he could receive the refund was by him getting the shipping label issued.

I think you need to read up on this Manage returns, missing items, and refunds for sellers.
Never let a buyer dictate how you run your business it never works out well for the seller. Hopefully the item wasn't expensive. You can write it off as a loss when you file your taxes at the end of the year.

She is right! How do I report a scammer? He knew exactly what he was doing. I want to warn future sellers about his dishonesty.

I wouldn't call them a scammer, they filed for a return, like they were supposed to do.
If you had done what you were supposed to do, the item would have been returned, before refunding.

In this instance, I don't think your buyer was scamming. The message says they went to print the label but it wasn't there, then even asked if you could resend. It seems that they were willing to return the item... they tried twice. Maybe the buyer didn't know exactly what he was doing, but maybe the buyer (only) didn't know what was happening. Upward and onward...

As soon as the seller issues a refund … the return process essentially stops. eBay tells the buyer that they can do whatever they want with the item … AND I believe they actually lose access to the return label.
You need to deal directly with the buyer now. You may need to purchase the label yourself and either snail mail it to the buyer OR email o photo of the label.
OR you could PayPal the buyer the money to buy their own label.
There is no evidence whatsoever that the buyer is a scammer … and you would be wrong to treat them as one. It was you who inadvertently messed up the return process by issuing the refund. I would continue to deal with the buyer as an honest person who is willing to get the item back to you IF you can provide a way for them to do that . Good luck! 😊
