How can I get help getting my item back. The buyer is not responding and there seems to be no way to get help from Ebay. Is this the new loophole for buyers to get free products?

Asking for partial refund and keeping the item is quite old eBay-exploit, asking for partial refund and sending the item back is bit more rare I would assume.
I don't think you can do much.

Please describe what happened prior to your giving a partial refund.
[Partial refunds usually are given for ‘not as described’ items that the buyer is willing to keep. It’s unclear why you expect it be returned.]

If you follow Ebay policy , you would not be in this situation. Buyer need to get a return label and once you get the item, you do the refund. Take this as a lesson and never put yourself in this situation. If you made an error when you listen, be more careful next time. Proof-read what you read and have the item next to you as you write the ad. Does what you wrote match the description? Take the loss and move on. Make sure that you block this buyer so that they do not come back and cause you more losses. (time, money, listing fee, etc.)

This partial refund goes down as an expense when you do your taxes next year .

Why would you expect to get an item back if you're not offering a FULL refund upon return.
If a seller offered me only a partial, that would be his bribe to get me to keep the item.

Never heard of a partial refund for a return of an item. Sounds like it was a partial refund for a problem with item which buyer gets to keep item at a lower price.

If you agreed to give a partial refund, then part of that deal is that the buyer keeps the item. Why should they have to send it back to you if you're going to keep some of the money?
This isn't a "loophole" it is just one of the options you had to respond to the return request. If you wanted the item back, you should have agreed to the return, and then given a full refund when you received the item back.

Why in the world would a buyer accept a partial refund and then return the item? That makes no sense. You've been selling for 21 years?
