Had a buyer open a "Missing Parts" return when he didn't get his package. In our exchange he admits the incorrect address is on file. It is the buyers responsibility to have the correct address on their account. The tracking showed it was delivered to this address and claims he doesn't have it because the address is wrong. Now my money was locked up in this fraudulent return, he gave the wrong address and is trying to return an item he admits he doesn't have. eBay reviews the case and gives him the money back stealing it from my account. They broke their own policies to refund this buyer. How do I fight this to get the stolen funds back?

The buyer needs to see if he can retrieve the package from wherever it was sent. You did everything right if you shipped to the address given to you on the ebay account. Yes, you should not be held responsible for this. Start an appeal of the case.

Be aware, that some fraud sellers, not you of course, are trying at times to scam buyers by sending packages to different address within the buyers zip code, I certainly hope you did not do that. One seller recently got sent to prison for mail fraud when people reported many packages arriving to them that they did not order. Do not do that for sure ever on here.

Is it possible that you purchased the shipping label before the buyer paid?
Buyers can change the shipping address when they pay, as long as the new address is within the regions that you ship to. This is the usual reason, when a seller ships to the wrong address by mistake. You can check by checking what address is on the Order Details for the transaction in your account.
Please check, and let us know if the address on the order details matches the address you shipped to.
The buyer did not "admit" that he had the wrong address "on file". From your screenshot, he says that you didn't ship to the address that was "on file".

First thing when a buyer makes the wrong kind of return, make sure it's clear as CS is usually from central Asia and have subpar english
then contact CS
and get it quashed instantly

They refunded him after the funds were held for a few days.

He said that he went to the address and looked in the mail box claiming it wasn't there. (If he no longer is the resident of this address I think this was a felony.) Regardless, tracking said it had been delivered. I tried to make a claim with USPS and the declined saying that it was indeed delivered.

No, all of my listings are fixed price and require payment upon purchase.
The address in the order details is the address that was on the label. I can still go in and look. I purchase and print all labels through eBay so I use the information they give me. He had the wrong address and tried to blame eBay's systems. So yes his address that was on file within eBay's systems was incorrect. Some time this weekend I'm going to screen cap and post the whole conversation. Things got weird with this guy, at one point I think he was insinuating suicide. So I'll just post everything and see what people think.

People are going to have to start suing ebay for facilitating this fraud in the first place. Ebay's lackluster support and pathetic seller protections are so bad they should be considered accomplices.

A ""Missing Parts" claim is a fabrication when they actually say that they didn't get anything.
Ebay rules on the missing parts claim rather than an item not received claim which would enable you to plug in the delivery tracking for the address on file and win the case.
Looks like a seasoned scammer.
I would appeal and show the messages to ebay, if ebay even gives you a chance to do that.

"Missing parts or pieces" is a return request @bayp26 so a tracking number to prove delivery will not dismiss the case. A tracking number showing delivered is only used for an item not received claim.

Yes, I know. Apparently the buyer claims that they never received anything. The seller can prove delivery. So the buyer filed a bogus claim knowing that tracking shows delivery. Buyer claims missing parts while saying they never received item. That's scammer manipulation.
