I had this item listed for one price and the buyer made an offer for $5.00 more. Dale Earnhardt Jr #88 2017 Nationwide Chevrolet SS Nascar Authentics 1/24 | eBay
He has now opened a return request and his reason was he didn't like it. He said that he didn't realize it was a black window car and he didn't want it. I'm thinking anybody can see that it is black windows, but if I'm wrong, please let me know. Ebay gives me the option to refund with buyer paying shipping (and a few others) along with decline request and it closes the request for return. If I decline the request what will happen next? I'm fairly new here and have not had this to happen so what should I do?

If you decline the return the buyer could leave negative feedback, they could also try to open an INAD claim on eBay (I don't know if eBay would allow it but I can't say for certain that they wouldn't) or a chargeback through their payment source (i.e. PayPal, bank or credit/debit card). If they open a chargeback and you opt to fight it you'll be hit with a $20.00 dispute fee if you lose and there's very little chance you'll get the car back even if you don't fight it.
The fact the buyer offered you more for the car that what you had it listed for is odd and a possible red flag that this buyer is trying to scam you in some way so you might want to prepare yourself for that.

You can refuse the refund but since the buyer is being honest and not saying the item is not as described, I would probably accept the return. If you do decide to accept it the buyer will pay return shipping.
Once you receive the item back you can refund less the amount that the buyer originally paid for shipping. You can only hold back the original shipping cost when it is a buyers remorse return like this one.
