Asking for a refund, ALL my items marked "as is" no returns. What should I do? Should he open a claim w/eBay? Or should I just refund minus ship? How should this be handled? TY

If the buyer opens a return, accept it, issue the return label and refund when you get it back.
eBay's Money Back Guarantee over rides your "as is" no returns policy.

He's just asking via message. Should I just refund to avoid the "ebay return" as doesn't that "ding" your account &/or put a hold on your funds? What about ebay's MBG? Shouldn't they cover it?

I would issue a refund -- shipping paid by buyer and the cost of the item -- and be done with it.
Your objective at this point is to avoid negative feedback.
As for the MBG -- unless I misunderstand your question, that is for the seller, NOT eBay, to cover in a case where the item does not work as intended.
