Ebay allowed a return on an item sold AS IS and no returns Accepted. It was described as not working. And the buyer sent it back 29 days after the sale, using not working as the reason, I spent an hour on the phone trying to talk to someone, the person I finally got didn't understand English very well, and said they would note it and I could deny the return, Today I received notification it was coming back and I will be stuck with $50 in shipping. It is all decided now by AI not people with common sense, I have been selling on Ebay since 1998, I am about done, they give the same return policy as Amazon now and it hurts decent sellers.

Sadly yes that's how it works when a buyer files a claim for "not as described", when they open that type of return you have a couple options, issue a label & refund when you get the item back, issue a refund and allow them to keep the item.
If you don't eBay will step in and refund them and allow them to keep the item.
I'm sorry, I know you listed it as not working so you should be covered but it doesn't always happen that way.
Was it listed under the category of "parts'?
ETA The CS reps often give horrible advice as you have discovered. In addition, if you don't refund them when you get the item back and eBay steps in, you will be getting a defect on your account too..
Please don't let that happen.. A few of those and they will restrict or even deny your selling privileges'.

I don’t assume that the buyer is being unfair – it might just be some lack of clarity in your listings. On your current as is, for parts items, you do give some hints that maybe the item works. It isn’t really fair to a buyer if you give him the hope that it does work, And then complain that he is returning because it doesn’t.

Was 'sold AS IS' in the title?
Some buyers do not read anything but the title...especially if it's a purchase on their iPhone on their eBay APP.
And 'no returns' doesn't really mean anything and don't know why sellers use it.

As-is or no returns does not mean anything on any selling venue that uses a payment processor. Buyers are protected, sellers are not.
You can get away with that on CL, Facebook and the like when the buyers are paying cash.
Perhaps you should have just refunded and allowed the buyer to keep the junk.
Selling items that do not work is risky business, no matter how well you think you have described it.

eBay clarified recently that listing an item 'For parts or not working' no longer exempts that item from being returned for a refund. It USED to ... but not any more. I'm very sorry.

As pointed out, for a NAD claim, you're obligated to accept the return.
But was the listing in question the "ANTIQUE TALL CASE CLOCK MOVEMENT BELL Strike 8 DAY WEIGHT DRIVEN?" If that was item, you would have been obligated to accept the return for ANY reason because your listing has a 30 day return policy.
Additionally, FYI, you have a potential issue in your description of that item that could have caused issues.
Stated in listing: "NOTE SEATBOARD IS SHOWN IN PICTURES BUT NOT INCLUDED AND WILL BE REMOVED FOR SHIPPING IF YOU WANT THE SEAT BOARD SHIPPED, IT WILL BE ADDITIONAL SHIPPING COST OF ABOUT $10 AS THE BOX WILL BE LARGER"
You should NEVER show a part in the listing that isn't included. And you can't offer to include it for additional money!

I have no idea what "as is" even means on internet sales. When buying in person we can see, touch, and test the item to see if "as is" is an acceptable condition for us to purchase. Online, you might be buying for parts, as sellers state, but what if the part you want out of it doesn't work? So at best, any buyer buying an "as is" item on line is buying to inspect it after they receive... and if they don't like what they see, it is going back as not as described
