What is the policy:
- Buyer’s can’t misuse eBay’s return process. The following actions are not allowed:
-- Returning an item other than the original item received
-- Using or damaging an item and then returning it
-- Making false claims, such as:
--- Returning an item with the reason that it wasn’t as described when it was described accurately
--- Saying an item wasn’t received when it was delivered
How this affects your account:
Because you may not have been aware of this policy, we're sending this notice to educate you about it and ask that you follow this policy in the future.
Not following this policy in the future will result in loss of your ability to return items on eBay and possible suspension of your account.

In order to make eBay a safe place to sell, we hold buyers to certain standards and take action to protect sellers when buyers don’t follow our policies.
 
How can I respond to eBay so as to 'tag' my account that this 'Notice' is incorrect?
Yes, I did have many returns of Seresto Dog & Cat Flea and Tick Collars purchased from at least 8 eBay Sellers which turned out to be counterfeit items.  Bayer and Elanco, makers of Seresto Dog & Cat Flea and Tick Collars, sent pages on how to identify counterfeit Bayer and Elanco products, with and without breaking the seal.  With my allegations of counterfeit sales, I also included Bayer and Elanco statements, pictures, and explanations of obvious counterfeit products.  And, yes, I was refunded; and the Seller(s), nor eBay Commerce, wanted the products back.  I have 14 large dogs and 3 cats, (farm) . . . and a box full of counterfeit Seresto Dog & Cat Flea and Tick Collars.  I gave-up on 'deals' and purchased directly from Elanco. 
Another report was fabric ordered from overseas.  When 5 weeks passed, I checked the Tracking Number and it did not exist; so, I contacted the Seller, who responded that he did not know whether the fabric had been sent or not.  He sent another, with verifiable tracking information, and it arrived very quickly.
The last return was for a Samsung Galaxy A13 A135M 32GM Factory Unlocked International Model (NEW).  The description told the Buyer which phone services this phone could be activated by and which ones could not.  I have Verizon, which was one that could.  Verizon stated, "At this time only the Verizon version of the A13 with model number SM-A136U1 can be activated on our network."  This Galaxy A13 was not a model number SM-A136U1.  So, the information provided in the description was not correct.  The Seller agreed to the return and gave eBay a cockamamie story of why he was keeping 20%.  I asked eBay to step-in because the description was incorrect and the only reason I was returning the phone.  The Seller returned the 20%.
So, eBay Community, how do I rectify eBay's illusions of being an Abusive Buyer?

Find out about your items before purchasing is the only advice I could give on this.

If such items are counterfeited: pay the price and purchase from a reputable location instead of the Internets.

eBay RARELY sanctions a buyer for ANYTHING. The scenario you present here seems like there is a threshold and eBay is taking action. They hinted earlier this year that they were working on something to combat buyers who might have a history in this regard. 

From here, it looks like they got it right this time.

Not the first time this same rant has been posted. Have a problem with most purchases it probably is not the sellers. Abuse is abuse. Nobody can possibly have a problem with that many purchases unless ... trying to get everything free or whatever.

I guess you taught these sellers a lesson but the problem is that you went looking for trouble and you found it.

you are not supposed to be the ebay flea collar police

I am sorry that so many folks sell bad flea collars but you know where to get the good ones and chose to buy the bad ones

the same thing woud happene to me if I chose to buy the counterfeit Lecoultre watches from India

I know better than to buy fakes that are sponsored

ebay does not care about fakes or counterfeits. please get used to that idea.

please take your info to a national pet magazine and see if they will do an article on all the bad stuff for pets on ebay.

When it's half the price it usually sells for and even possibly from a foreign country, it's probably fake.  I buy flea stuff for my pets all the time on here, no way I'd buy the Frontline 3 pack that's 9 bucks when it's usually about 30....   Really sounds like you should stick to pet stores and pay full price, be less hassle wouldn't it?  Looking at feedback you left you found sellers selling the real deal, why not buy from them again than another seller with a unbeatable price (because it's probably fake).  It's like when I buy laptop batteries or someone buying watches or gems/diamonds, when that battery is ten bucks instead of 40 or that diamond is $200 instead of $2000....  It's not because the seller thinks "I'd like to offer the best deal ever on this and lose money".

Buyer beware. You get what you pay for. Listings that are way less expensive than what would be a reasonable cost you must steer away from.

This is not just an ebay problem. There are tons of overseas sellers who post pictures, especially in the clothing categories who put up pictures from another website and then sell you something inferior. They also use e packets and sometimes these item never arrive or  take 3 months to get to their destination. I steer clear of these websites and anything that looks like that on here for the reduced prices.

You got a bit carried away with the flea collar returns and have found your account on eBay's abuse radar.

Be selective on who you purchase from.  I doubt that these noted infractions will drop off from your account over time.  Too many returns = abuse.

One cannot know purchases are counterfeit until they arrive.  But, this past flea season, I have learned a lot about eBay items.  Thank you for your opinion.
