That certainly appears to be a message from eBay, but without knowing exactly where you got it from, it is hard to say if it was actually sent from eBay, or copied from a real eBay message, changed and then sent from another account.

If the email is actually from eBay, you should see a copy of it in your eBay messages.

I think the easiest way to verify authenticity is to check your messages from your account directly on eBay.  If it did not come from Ebay, it will not be there.
