You'll have to explain what happens @crazywick - do you see an error message when you hit the send invoice link? What does the message say?
Are the offers paid within about an hour or so of accepting? If so then the buyer's account might be enrolled in auto-pay offers. That requires a buyer to provide payment upfront before submitting or accepting an offer.
As a seller, if you want to allow combined shipping on offers, you can disable the auto-pay requirement at the bottom of this page: https://www.ebay.com/sh/fin/transactions
