Do you mean the listings are not sorted at all?
Do you have the same problem when searching by "Price plus shipping: highest first"? Or only when using "Price plus shipping: lowest first"? Do other sort orders work as you expect?
Keep in mind that promoted listings may be shown out of sort order. And after your initial results are shown, eBay may provide additional results that match fewer terms or that are from international sellers that do not count as part of your actual search.
If that is not what you are seeing, can you provide a link to a search you are doing that gives you out-of-order results to see if others experience the same thing using the same link?
